Image capture devices (scanners, cameras, etc.) must be Twain or WIA compatible.

ScanToPDF without needing a scanner by using the scan from file option. – see ScanToPDF > Edit > Preferences > General options. The source files need to be of an image format – tiff, jpeg, jiff, png, etc.
Microsoft .NET Framework
Please note that ScanToPDF is a .NET application and requires the .NET framework to be installed on the target PC. Most modern PCs will already have this framework installed. If however the ScanToPDF installation program does not detect the presence of the framework it will provide an option to download and install it.
